New obligations for household employers: Mandatory occupational risk assessment as of November 14

From 14 November 2025, Royal Decree 893/2024 comes into force, requiring employers of domestic workers to conduct a formal occupational risk assessment in the household. This marks the end of the long-standing exemption and aligns domestic employment with all other sectors in terms of occupational health and safety.

  • What does it imply?
    • Prepare a risk assessment report using the official platform https://prevencion10.es.
    • Identify risks (e.g., chemical products, ladders, heavy lifting) and implement preventive measures.
    • Provide the document to the worker and keep a written copy on record.
  • Penalties:
    • Fines ranging from €2,451 to €49,000 for non-compliance.
  • Next steps:
    • In 2026, a right to free medical examinations every three years will be introduced for domestic workers.

This regulation aims to dignify domestic employment, strengthen safety standards, and reduce occupational accidents.
